District Planning Authority
The Local Governments Act, CAP 243 devolves planning powers to Local Councils in their areas of jurisdiction. As per the Act local governments Councils are mandated to establish Planning departments to support them the supreme planning authority in streamlining development planning and budgeting Section 33(3) and Section 78, in accordance with the national planning authority guidelines and programmes.

Mandate of Planning Department
The mandate of planning department is to spearhead planning and development of comprehensive and integrated District plans incorporating plans of lower level local governments and budgets, monitor and evaluate their implementation. The department is also responsible for Parish Development Model Management Information System (PDMIS/Pillar 6) that focuses on household profiling, data collection, analysis and dissemination of this data to users. In order to ensure efficiency and effectiveness in service delivery, the department is mandated to monitor all government programmes and projects and of recent, the Greater Kampala Metropolitan Area- Urban Development Program.
Currently, the planning function of Mpigi district is manned by 3 Technical Officers headed by the District Planner, Mr. Nsobya Charles
The District has an approved 5 Year Development Plan III aligned to the National Development Plan (NDP) III and also Certified by the National Planning Authority (NPA). The District Annual Workplan and Budget for the FY 2023/2024 amounts to Ugx. 44,915,252,275.
Recent Developments in the District Spearheaded by Planning
(i) Constructed a magnificent Council Hall with Offices at the New Buwama Sub County Headquarters
(ii) Constructed and equipped 2 Demonstration blocks at the Agricultural Development Centre.
(iii) General Renovations and replacement of Asbestos Sheets with Iron Sheets at Education Office block
(iv) General Renovations and replacement of Asbestos Sheets with Iron Sheets at Production and Marketing Office block
(v) Installed Information boards on Tourism sites in the district and procured a public address system all for tourism promotion.
(vi) Improved sanitation and hygiene at the District Administration block
(vii) Established a tree multiplication Nursery for climate change adaptation.
(viii) Improved on Buwere- Nabiteete road
