Highlights of LVEMP II project implementation in Mpigi


Mpigi is one of the Districts benefiting from the LVEMP11 Projects. The subprojects included the four (4) Strategic district interventions (SI) and the five (5) CDD community subprojects. The strategic Interventions included;

Water hyacinth control in Lake Victoria shoreline hotspots, Promotion of sustainable Mukene fishing technologies at Senyondo and Katebo landing site. Restoration of the Lake Victoria shoreline wetlands, Sustainable Land use management in the Katonga River Catchment area.

The major purpose of these strategic interventions were to contribute to the reduction of environmental stress of Lake Victoria targeting hotspots while at the same time improving the livelihoods of the Riparian communities, who depend on the natural resources of Lake Victoria and Katonga catchment area. The implementation of activities for the different subprojects has been ongoing and the following has   been achieved;

The planned activities under the water hyacinth control were;

  1. Conduct a baseline survey of the water hyacinth distribution and magnitudes.
  2. To train district technical staff and community leaders in water hyacinth control and management.
  3. Procurement and distribution of manual removal equipment.
  4. Mobilize and train local communities in water hyacinth management.
  5. Produce and disseminate IEC materials on water hyacinth management.
  6. Collect weevils from established rearing centre and release them to the water hyacinth infested sites along the shore line.
  7. Monitor the impacts of weevils on the water hyacinth in the respective sites.

Under the Water hyacinth control the following has been achieved;

  1. Conducted a baseline survey on the distribution and the magnitude of the water hyacinth in   the Lake Victoria shoreline hotspots in Mpigi District and this revealed water hyacinth coverage of 50.31 hectares.
  2. The technical staff trained in water hyacinth control, were three (3).                                                              The selected beach management unit leaders who were trained were five (5).                                This training was facilitated by Dr.Edward Rukunya from the Department of Fisheries Resources and Dr. Fred Wanda from the National Fisheries Resources Research Institute Jinja.
  3. The twenty four (24) community leaders (Beach Management Unity committee members) were trained in water hyacinth control and management.
  4. Procured and distributed water hyacinth manual removal equipment.
  5. Carried out seven (7) awareness campaigns on water hyacinth manual removal in, Katebo, Namirembe,Kamaliba,Buvumbo,Sanya,Senyondo and Nakaziba Landing sites. A total of 506 community members attended these awareness campaign meetings.

Established one (1) Weevil Breeding and Rearing Centre for biological control at Katebo landing site.












Water hyacinth manual removal was done in all the hotspots landing sites. The water hyacinth was removed from the water, using the tools provided, to the lake shores and left to dry as shown below;

The remaining activities to be implemented are;

  1. Production and distribution of IEC materials on water hyacinth management.
  2. Continue collection of Weevils from rearing centers and release them to the water hyacinth infected sites.
  3. Monitor the impacts of weevils on the water hyacinth in the infected sites.
  4. Monitor the water hyacinth manual removal by community members.


The planned activities under the Promotion of Sustainable Mukene fishing technologies were;

  1. Conduct a two day study tour for 37-boat owners (22 from Senyondo and 15 from Katebo landing sites) at Kiyindi Landing site where Modern Mukene fishing methods are practiced.
  2. Procure Modern Mukene Fishing Equipments and Gears.
  3. Train the boat owners in saving and investment.
  4. Train the fishing crew.
  5. Facilitate fishing using the modern fishing equipment.

Under the Promotion of Sustainable Mukene Fishing Technologies at Senyondo and Katebo landing sites, the following has been achieved;

  1. Study tour to Kiyindi Landing site in Buikwe district by the mukene fishers from Katebo and Senyondo landing sites to learn the modern fishing methods and value addition Technologies.
  2.  A total of 40 boat owners, 15 females and 25 males, visited Kiyindi landing site.



  1. Procurement of modern Mukene fishing equipments was done; six (6) units, (6 boats, 6 engines, 6 small seines, 30 life jackets, 30 lamps, 6 anchors, 6 lamp floaters, 48 fish boxes and 6 lamp holders).




  1. Engraved all the fishing equipment for easy trucking.

3. Trained boat owners in saving and investments such that they can form saving cooperative societies.                                            At Katebo landing site 40 members (29 females and 11 males) formed a group called Katebo Mukene Fishers, Traders and Processor Cooperative Society Ltd while that one at Senyondo landing site 45 members (26 females and 19 males) is called Senyondo Mukene Fishers and Processor Cooperative Society Ltd.

 4. Distributed the fishing equipment to the two beneficially groups at Katebo and Senyondo landing sites.                                                                                                                                                                                5. Trained fifteen (15) fishing crew members; 8-from SenyondoMukene Fishers and trade Cooperative Society Ltd and 7-from Katebo Fishers,Traders and Processors Cooperative Society Ltd in proper use of the Modern Mukene fishing equipment at Kiyindi landing site in Buikwe district.

7. Facilitated the two groups by providing fuel, kerosene and oil to start Fishing using Modern Fishing Equipment in deeper fishing ground where mature high quality Mukene is found.

The remaining activities to be implemented;                                                                                                                                1.Monitoring the activities of the two groups and ensure that they operate according to their set guidelines.

2. Guide the groups in keeping proper records and books of accounts.

3. Guide the groups in putting in place the sustainability plans.


The planned activities under the Restoration of Lake Victoria shoreline were;

  1. Sensitization of local communities on sustainable utilization of wetlands along the Lake Victoria shoreline.
  2. Sensitization of all stakeholders on Laws and Regulations pertaining to wetlands, with particular emphasis on shoreline wetlands.
  3. The shoreline restoration program of wetlands through allowing these areas to regenerate naturally.
  4. The shoreline protection zone boundary demarcation procedures which were to include surveying off the protection zone, installing Mark stones and planting of 1000 tree seedlings.

However, during the implementation, it was noted that the tree seedlings originally planned for were too few to have an impact. Hence it was necessary to reduce on the number of sensitization meetings so as to provide for more tree seedlings.

During the sensitization meetings, it was also discovered that the land owners thought that by planting trees, their land would be taken up by Government hence being chased away from their land. This resulted in communities resisting even the demarcation of the shoreline boundary.

This necessitated the project implantation team to conduct mindset/attitude/perception change sensitization meetings with 10 communities. After these meetings, it was agreed that the trees planted in the shoreline will be owned by the owners of the land and that it should be the owners to look after the trees.

Under the Restoration of the Lake Victoria Shoreline Wetlands the following was achieved;

  1. Sensitized communities at Kamaliba, Senyondo, Buvumbo,Nakaziba, Nabisukilo, Namirembe, Katebo, Buzaami,Bukiina and Sanya landing sites on importance of protecting the shoreline by planting trees so as to address effects of climate change.
  2. Procured and distributed tree seedlings (565Terminalia spp, 331 Maesopsisspp,and 104 mangoes) and supervised planting  of these seedlings along the shoreline, estimated to be 2 ha for the first planting.
  3. Surveying 5.6 kilometers of the shoreline to earmark the 200 meters specified as distance recommended by Nema where activities are controlled was done as shown above.
  4. Installed twenty (20) Mark stones along the 5.6km surveyed from the Mpigi district border with Kalungu district.

Procured Ten thousand (10,000 tree seedlings, 8000 Terminalia iverensis, 2000 mangoes) for the second planting. Distributed the ten thousand tree seedlings and supervised the planting to ensure proper planting.   

5. Establish Functional Environmental Committees at various levels of leadership along the shoreline.

6. Monitoring the progress of program activities by different stakeholders to be continuous for sustainability.

7. Built capacity of environment committees to enable them perform their duties as stipulated in

The Environment laws and regulations.


The activities planned under the sustainable land use management in the river Katonga catchment area were;

  1. Carryout rapid assessment of the status quo of the project area.
  2. Identify and hold meetings with key stakeholders in the project area.
  3. Awareness meetings of the project and be owned by all stakeholders.
  4. Verification of key areas of the project and relevant data.
  5. Identification of vulnerable stake holders within the catchment area.
  6. Develop training materials and translating them into the local language.
  7. Set up a fruit and indigenous tree nurseries, soil and water conservation technologies, water harvesting technologies and set up biogas plant units.
  8. Train stakeholders to embrace forest based enterprises, planting indigenous trees.
  9. Procure and distribute bee hives for alternative source of income.
  10. Train women and the disabled in mushroom growing as source of income.
  11. Monitor project activities.

Under the Sustainable Land Use Management in the Katonga River Catchment Area the following was achieved;

  1. Rapid assessment was carried out.
  2. Three (3) meetings held with stakeholders.
  3. Trained communities along the catchment area on land use management.

    4.     Procured 9250 tree seedlings (5000 Terminalia, 4000 Maesopsis and 250 mangoes).

    5. Distributed the tree seedlings to the communities in the Katonga river catchment area.

    6. Monitoring the planting of tree seedlings to ensure proper planting was done.

The implementation of some of the project activities delayed because of the changing communities within the Katonga catchment area. The group you meet in one month will not be the same group you find in the same area after two months and this becomes a problem when it comes to getting the right stakeholder.                                                                                                                                                      However, after holding sensitization meetings and having known that they have no future in the wetland, the migratory community left the wetland. This is witnessed by the natural regeneration taking place in the same area.  The remaining encroachers are the resident communities who have been identified and organized in groups. The groups will be trained in water and soil conservation, bee keeping, mushroom growing and piggery.


The CDD subprojects in Mpigi district are five (5) and these include;

  1. Improving sanitation and hygiene at Senyondo landing site Buwamasubcounty.
  2. Value addition for mukene fish at Senyondo landing site in Buwamasubcounty.
  3. Poultry farming at Kamaliba landing site in Nkozisubcounty.
  4. Piggery farming at Kamaliba landing site in Nkozisubcounty.
  5. Intensive goat rearing at Kamaliba landing site in Nkozisubcounty.

The CDD subprojects carried out activities as per their work plans as follows;

Improving Sanitation at Senyondo landing site and activities to be carried out included;

  1. Carrying out sensitization meetings on importance of hygiene on the landing site.
  2. Construct a five stance lined pit latrine.
  3. Construct a Mukene store.

Under the sanitation improvement at Senyondo landing site the following was achieved;

  1. One (1) Five- stance lined pit latrine was constructed and commissioned for use.
  2. One (1) Mukene store with offices was constructed and is in use by the Senyondo Mukene fishers and traders cooperative society ltd.

The remaining activity to be done is to put in place a sustainability plan.

The Sanitation facility is utilized by 50 families with approximate population of 150 people, 100 females and 50 males.

On market days the facility is accessed by over 1000 people.

11.      Value addition for Mukene fish at Senyondo landing site was to;


1. Carry out sensitization on adding value on Mukene fish.

 2. Construct 16 metalic Mukene drying racks.

 3. Purchase of packaging materials (weighing machines, different packaging materials, sealing machine).

            4.    Frying, salting and packing Mukene in different packaging materials.

            5.   Construct 20 wooden Mukene drying racks.

            6.   Form a cooperative society.

             7.  Secure a certificate from the Uganda Bureau of Standards.

The implemented activities included;                                                                                                                                                                                                                                                                                         

  1. Sensitizing the group members on Mukene value addition.
  2. Packing and selling mukene.
  3. Completed the construction of 16 metalic and

 20 Wooden  Mukene drying racks.


The remaining activities to be implemented;

  1. Formation of a cooperative society
  2. Secure a certificate from the Uganda Bureau of standards.
  3. Start producing in bigger quantities of value added mukene.



      3.    Poultry farming at Kamaliba landing site was to;

  1. Mobilize and train group members in modern poultry farming.
  2. Conduct one (1) study tour for group members to modern poultry farm.
  3. Construction of (6) six poultry units.
  4. Procure 1500 chicks (layers) and chick feeds.
  5. Purchase of utility equipment (feeders, drinkers, lanterns, coffee husks, and others).
  6. Training of group members in saving and investment.

The activities implemented included;

       1. Sensitized the 30 group members on how activities will be carried out.

       2. The study tour was carried out in Masaka and Bukomansimbi districts at St. Jude family and

             Kyakatebe Poultry farms. The group included 13 females and 7 males.

       3.   Construction of the 1st poultry house of two units was completed and stocked with 700 layer 


       4. Construction of the second poultry house at roofing level.

The remaining activities to be implemented include;

  1.  Completion of the 2nd poultry house.
  2. Procurement of 800 more layers chicks.
  3. Purchase of more utility equipment.
  4. Purchase of chick feeds.
  5. Training of group members in saving and investment.

The goat rearing group at Kamaliba landing site was to;

Train group members in modern goat rearing.                                                                                                           2. Conduct a study tour on established farm.

3.  Establish a modern semi intensive goat farming unit.

4.  Purchase of goats, 46 goats and 2 boars.

5.  Purchase of feeds and vaccines.

6.  Train group members in savings and investments.                                                                                                    7.  Maintain the facilities.

The activities implemented included;

  1. Sensitization/ training of group members in project activity implementation.
  2. Two meetings held to agree on how members will be involved in project activity implementation.
  3. Toured established farms in Masaka and Bukomansimbi districts (12 males and 8 females); St. Jude family projects.
  4. Construction of the goat house units and fencing completed.
  5. Purchase of 29 goats (2 males and 27 females).


 The remaining activities to be implemented include;

  1. Purchase of 19 goats and the feeds.
  2. Purchase of vaccines.
  3. Training of group members in saving and investments.
  4. Maintain the facility.


The Piggery farming at Kamaliba Landing Site was to;


  1. Train members on modern Piggery farming.
  2.  Conduct a study tour to a modern piggery farm.
  3. Construction of a piggery house.
  4. Purchase of Piglets.
  5. Purchase of feeds and vaccines.
  6. Training members in saving and investment.

The activities implemented included;                                                               

  1. Sensitized 30 group members on project implementation.
  2. Trained group members on modern piggery farming.
  3. Group members toured established piggery farms in Masaka and Bukomansimbi districts (8 males and 12 females).
  4. Construction of piggery house completed.
  5. Purchased 21 piglets (19 females and 2 males).
  6. Purchased feeds and vacines.


The activities to be implemented include;

  1. Purchase of 3 more piglets.
  2. Purchase of more feeds and vaccines.
  3. Training group members in saving and investments.


The three groups in Kamaliba landing site delayed to implement the planned activities due to the land conflicts. However, the groups secured a permit from NEMA to carry out regulated activities.

This brought the land conflicts to the end hence resumption of implementation of CDD activities.



In addition to the above mentioned sub projects a number of institutions were proposed to benefit from Sanitation Facilities, Institutional Cooking Stoves and Tree Planting under Lake Victoria Environmental Management Project.

The approved beneficiary institutions were;

  1. Sanitation facilities                   : Three Landing sites.
  2. Improved Cooking stoves        : Eleven Institutions of learning.
  3. Tree Planting                              : One Institution of learning, Three Churches and local Government.

The beneficiary Landing Sites for Sanitation Facilities are; Senyondo in Buwama sub county, Kamaliba in Nkozi  sub county and Buvumbo in Kamenggo sub county.

Tree Planting beneficiaries are; Mitalia Maria, Kankobe, Kkonge parishes,  Kikomeko secondary school and Mpigi district local government.
